Members of the Small Group on the Creation of the Eastern Visayas Project Monitoring System (EV-PMS) discussed ways forward on the creation of a web-based EV-PMS during a small group meeting on 03 June 2021.

The group agreed to prepare an action plan for the operationalization and implementation of the EV-PMS within a six-month period. To speed-up the process, the group agreed to consider requesting RDC CALABARZON for the web files of their PMS for configuration and customization, as a starting point in developing the EV-PMS.

The meeting came immediately after an orientation conducted by RDC CALABARZON on the creation and implementation of their own regional PMS. Region IV-A has an operational web-based PMS system that is being used to monitor government projects. Originally a re-entry project under the Development Academy of the Philippines–Public Management Development Program (DAP-PMDP), the CALABARZON PMS was conceptualized and developed by staff from NEDA IV-A and launched in 2016 as a web-based application for the submission of regional Project Monitoring and Evaluation System (RPMES) reports of agencies in Region IV-A.

Led by the Small Group on the Creation of the EV-PMS, the RDC VIII is currently exploring the creation of its own PMS system to serve as a venue for a more participative monitoring and evaluation (M&E) system. Eventually, the system is envisioned to improve the transparency and accountability in the implementation of government programs and projects and ensure easy public access to information on the accomplishments of the government.
