The Regional Development Council (RDC) VIII, during its 2nd Quarter 2017 Full Council meeting on 27 June 2017 presided over by RDC VIII Chair, Tacloban City Mayor Hon. Cristina Gonzalez-Romualdez, approved the Eastern Visayas Regional Development Plan (EV-RDP) Results Matrices (RM) 2017-2022 through RDC VIII Resolution No. 50, Series of 2017.

The RM, as explained by NEDA VIII Regional Director and RDC VIII Vice-Chair Atty. Bonifacio G. Uy, is a companion document of the EV-RDP 2017-2022 that states of the results to be achieved (goals, outcomes and outputs) for each chapter of the EV-RDP, and indicators with baseline data, annual and end-of-Plan targets. The RM serves as monitoring and evaluation tool, which will be used in the periodic assessment of the EV-RDP 2017-2022 implementation.

The RM is a product of consultations with various agencies, local government units, academe, and private sector. Taken into consideration in its formulation were the long term vision of the country contained in the AmBisyon Natin 2040, Sustainable Development Goals (SDGs) 2030, and the 0 to 10 Socioeconomic Agenda of the Duterte Administration.

The lead implementing agencies are responsible in attaining the assigned targets set forth in the RM through effective and efficient implementation of priority programs, projects, and activities identified in the Regional Development Investment Program (RDIP) 2017-2022, another companion document of the EV-RDP. They are also expected to coordinate with other concerned agencies, players and stakeholders, and provides resources such as funding, personnel, and time.

Cognizant of the importance of data generation at the provincial level and the need to come up with a more effective statistical system for accurate assessment on the indicators identified in the RM, the Council also passed RDC VIII Resolution No. 49, s. 2017, “Encouraging the Provinces and Cities of Eastern Visayas to Provide Funding for the Conduct of Provincial Estimates of the Provincial Product Account and Other Relevant Data.”
