Sectoral Committees (SecComs)

The RDC VIII is composed of four Sectoral Committees:

  1. Development Administration Committee (DAC)
  2. Economic Development Committee (EDC)
  3. Infrastructure and Utilities Development Committee (IUDC)
  4. Social Development Committee (SDC)

The functions of the SecComs are closely aligned with their respective sectors, although generally, they can be summarized as follows:

  • In coordination with sectoral committees concerned, monitor, review and evaluate implementation of all programs and projects in the area of development administration in the region and identify implementation gaps and act on these directly or through a recommendation to the RDC;
  • Review and recommend to the RDC, agency regional budget proposals of agencies particularly those concerned with development administration;
  • Coordinate the formulation, evaluation, approval of medium-term and annual socio-economic development plans and investment programs of agencies concerned with development administration;
  • Propose policies, guidelines, systems and programs and projects designed for effective government and management services;
  • Create subcommittees and task forces, as may be necessary to carry out its objectives;
  • Prepare and submit annual accomplishment reports

DAC

The Development Administration Committee (DAC) oversees the development administration concerns of the Council, as follows:

  • Good governance and institution building
  • Socioeconomic planning
  • Peace and security
  • Law enforcement and administration of justice
  • Communication and advocacy
  • Productivity enhancement
  • Development finance and regional budgeting

With NEDA’s Project Development, Investment Programming and Budgeting Division (PDIPBD) acting as Secretariat of the SecCom, it closely follows the needs of the region’s DevAd agencies and institutions.

EDC

The Economic Development Committee (EDC) oversees the economic concerns of the Council, as follows:

  • Agriculture and Fisheries
  • Agrarian Reform
  • Industry and Trade
  • Tourism
  • Science and Technology
  • Environment and Natural Resources

With NEDA’s Policy Formulation and Planning Division (PFPD) acting as Secretariat of the SecCom, it closely follows the ever-changing economic needs of the region, to provide the needed assistance and expertise to keep the region’s economy chugging along, while always keeping an eye on sustainable development and progress.

IUDC

The Infrastructure and Utilities Development Committee (IUDC) oversees the concerns of the region’s infrastructure and utilities sector as follows:

  • Transportation (Land, Air and Sea Transportation)
  • Communications (Postal Communication and Telecommunications)
  • Power (Generation, Transmission and Distribution)
  • Water Resources (Water Supply, Irrigation, Drainage and Flood Control)
  • Public Buildings
  • Social Infrastructure

With NEDA’s Project Monitoring and Evaluation Division (PMED) acting as Secretariat of the SecCom, it closely monitors and oversees the status of the various infrastructure and utility programs and projects in the region and oversees the needs of the sector.

SDC

The Social Development Committee (SDC) oversees the social concerns of the region as follows:

  • Health, nutrition, sanitation and family planning
  • Education and human resource development
  • Population
  • Social welfare
  • Housing and resettlement

With NEDA’s Development Research Division (DRD) acting as Secretariat of the SecCom, it is always on top of the social developments in the region, ensuring that the social needs of our citizens are not forgotten amidst the push for continued economic development, thus ensuring the holistic growth of the region.
